The regular meeting was called to order by Supervisor Thomas Raymond, followed by the Pledge of Allegiance, at 7:31 p.m. in the Board Room of the Cottrellville Township Hall. Roll Call attendance taken.

Additional Action requested of Supervisor:
Obtain an actual report of the illegal burn (on Starville Road)

F). OPEN SESSION --- ANYONE WISHING TO ADDRESS THE BOARD, MAY DO SO AT THIS TIME.
1). David Danneels, Broadbridge Road, “Last board meeting, it was discussed by the board, that the township might have to take over the Cemetery. Why?” It was explained by the Supervisor that the
State mandates that if those running it, decide to quit running it, or
if it should slip into a maintenance problem, it falls upon the local
township government entity to pickup the management.
2). David Buckley, 7288 Broadbridge Road, “ The Supervisor just
mentioned that this property owner where the illegal burns took place on Starville Road, what was he burning and what trouble is he in?” It was explained by the Supervisor that you can not burn in
the township, without a burning permit, so that we know what you are burning and where you are burning it. You have certain limits
as to what size fire you are burning, so if the fire dept gets a call, they can advise the caller of what is going on, and of course, if it should get out of hand, how to respond. This property owner is in trouble because he had no permit, and Ira Twp had to respond not once, but twice to help him put it out. These calls are billed to the township, and therefore, unless the township gets reimbursed from the property owner, this comes out of every tax payer’s pocket for these mistakes.

3). Patricia Runyon, 7476 Broadbridge Road “ What was the burning smell yesterday, December 1st, and who was it?”
Supervisor advised that he did not know, however, there was a west wind yesterday, perhaps it was someone in Ira Township, as you are on the westerly township line.
G). UNFINISHED BUSINESS:
1). Update on Water District No. 3 & No. 4. The west mile of Markel, Starville between Arnold & Markel, Arnold is finished
at west end will be done. There is 400 to 500 ft on Starville
north of Markel yet to be done, and the last 1200 ft should be
completed by the end of December. McKinley Road south of Lozen is very soupy, east on Shea Road, down from McKinley the Cable & Telephone lines are on the poles.
The bad news is that there will be no boring according to DiPonio, after the 18th of December, until about January 11th,
2010.
H). NEW BUSINESS:
1). Request for Approval of the following payments to be paid by St. Clair County DPW for Water Districts No. 3 and No. 4 from Bond disbursements:
1-a). ACTION: Motion by Treasurer Courtney, supported by Trustee Kopec to approve payment by St. Clair County DPW to David C. Lewandowski, Project Engineer, for field surveying & inspections fees & services from 10-15-09 through 11-20-09, Invoice # 441, dated 11-20-09 for Water District No. 4 in the amount of $840.00 AND
Invoice # 442 dated 11-20-09 for Water District No. 3,
in the amount of $14,777.50 for a grand total statement amount of $15,614.50.

2). Request for Approval of the Letter of Understanding issued by the City of Marine City to extend the 2008-2009 Emergency Medical Services & Fire Protection Contract. Please note that we shall be
receiving a similar Letter of Understanding from Ira Twp, also extending our contract for the coming year.
ACTION: Motion by Clerk Pfaff, seconded by Treasurer Courtney to
approve & authorize the Supervisor to sign the agreements
with both the City of Marine City and Township of Ira to
extend the 2008-2009 Emergency Medical Services & Fire
Protection Contracts without increases in costs for coming
year. All Ayes. Motion Carried.
3). “Resolution of Interest” request to be considered as a possible host community to assemble several hundred acres of land to go into the Economic Development Alliance of St. Clair County for future industrial development.
After a short discussion that the Supervisor wants to re-check our Master Plan as some of this scares both he, the Treasurer & Trustee. Clerk Pfaff suggests the township wait to see what Mr. Manter is going to with his big building, and Supervisor will talk to County Commissioner Wally Evans & County Controller Shaun Groden, on this west end of our township and the east end of
Ira before endorsing or denying this interest.
ACTION: Motion by Supervisor Raymond, supported by Trustee Kopec to table this action until next meeting, when some of these things can be researched and Trustee Pelc is present
for the vote. All Ayes; Motion Carried.
4). Request for Electrical Inspection Fees for Township hall work for
Christmas Decorations.
ACTION: Motion by Supervisor Raymond, supported by Clerk Pfaff to waive all fees except the $40 fee to Fred Ouellette for inspection of the additional work performed by electrical contractor for our own township hall. All Ayes. Motion Carried.

5). Memo from Clerk Pfaff requesting the change of the day of the month to conduct Regular Township Board meetings from the first Wednesday to the second Wednesday of the month.
ACTION: Motion by Trustee Kopec seconded by Treasurer Courtney to change the meeting date for Regular Township Board Meetings from the first Wednesday of month to the second Wednesday of the month beginning January 2010, the first meeting to be held January 13th, 2010. All Ayes, Motion Carried.
6). Adoption of the Cottrellville Township Meeting Schedule & Calendar for 2010.
ACTION: Motion by Supervisor Raymond, seconded by Treasurer Courtney to approve the schedule for the
second Wednesday of the month, along with all the
scheduled meetings for Planning Commission and
Parks & Recreation Committee, and Official Holiday
Schedule to be prepared by the Clerk and published
in the paper. All Ayes. Motion Carried.
7). Approval to host the St. Clair County Road Commission & Board
of Public Works in July, 2010, in our Township Hall.
ACTION: It was moved by Treasurer Courtney, seconded by
Clerk Pfaff to approve the hosting of the St. Clair
County Road Commission & DPW meeting in our Township hall on Tuesday, July 20th, 2010. Also to publish same in our official calendar & meeting schedule in the newspaper. All Ayes. Motion Carried
8). Report on Township Newsletter to be mailed with December 1st, 2009 Property Tax Bills.
After a short discussion by the Treasurer that she had no time to
put together a newsletter as instructed by the Township Board, it
was decided to utilize the information provided by the Deputy Clerk
on her own time at home and have Ready,Set,Mail prepare the two
sided, one page document and mail it from the tax property list provided by the Treasurer, as soon as possible.

ACTION: It was moved by Supervisor Raymond, Supported by
Trustee Kopec to authorize the Supervisor to give
direction to the Deputy Clerk to complete the production of the Township Newsletter, to be mailed
out as soon as possible, reproduction & mailing costs
not to exceed proposal price of $639.12. Also to add in the newsletter the change of meeting date for future township board meetings from the first Wednesday of the month to the second Wednesday of the month, beginning with January 13th, 2010.

J). PUBLIC COMMENTS:
1). Mrs. Pat Runyon questioned whether the people can be forced to allow industry to come into our township in the areas they request?
She advising that most residents don’t want it to come into our township.
2). Mr. Dave Danneels, advised that his feelings were it would probably be better tax wise, if we could get more industry into our township.
3). Mr. Don Armstrong advising that the “Industry of the Future” is the “Service Industry,” not manufacturing, thanks to automation & technology.
