MINUTES OF THE PUBLIC HEARING HELD BY THE
COTTRELLVILLE TOWNSHIP BOARD
WEDNESDAY, MARCH 4TH, 2009 AT 7:00 P.M.
In the absence of Supervisor Tom Raymond, the Public Hearing was called to order, followed by the Pledge of Allegiance, at 7:01 p.m. by Clerk Violet C. Pfaff in the Board Room of the Cottrellville Township Hall. Roll Call Attendance taken.
Members Present: Clerk Violet Pfaff, Treasurer Dian Courtney, Trustee Bernard
Pelc, Trustee Beverly Kopec; Recorder Mary Agnes Simons,
Deputy Clerk.
Members Absent: Supervisor Thomas Raymond, Excused.
Audience: Mike Van Milligan, Patricia Runyan.
Clerk Pfaff explained this Public Hearing was being held regarding the Adoption of the Five Year Recreation Master Plan which must be updated and re-stated every five years. Clerk Pfaff advised that there would be minutes taken of everyone who spoke at this public hearing, to be turned over to our
Planning Consultant. Mr. Richard Smith of Montgomery & Associates, Inc.,
Port Huron, Michigan was introduced as our Planning Consultant, who would be responsible to complete the paperwork.
Clerk Pfaff advised that several packets were prepared to hand out at the Clerk’s
Office, after the advertisement was published, however no one picked up the proposals, and there were no “written comments” to place on file.
A copy of the Minutes of this Public Hearing and copy of the published notice
in the paper would be supplied to Mr. Smith.
Mr. Smith was given the floor to advise the Board the reason for the updating of the Five Year Recreation Master Plan and it’s relation to obtaining grants and funding through the Department of Natural Resources.
Trustee Pelc remarked that he was glad to see that there was a plan for a second pavilion, and the walking path had been completed around the Park last fall. Pelc advised that when the Park Committee was first formed, he and his
newly formed group sent out a survey in which 80% of the surveys were returned and the two most popular ideas were the pavilion and the walking path. He also advised that he would like to see the “Bridge to Bay” Bike Path back in the priority section of the plan so it could be completed. He would recommend that the $20,000 bleachers be removed from the plan year 2009 and moved to the

2010 plan year, just to see if they would be required at all, if everyone was content bringing their own lawn chairs to watch the events. He suggested using the County millage of $15,000 +, be set aside each year for the Bridge to Bay Trail until it was completed in our township.
Trustee Kopec also questioned why a $20,000 Bleacher expense would be required as most people come to these events with their lawn chairs.
Trustee Pelc reiterated that he would like to see the “Bridge to Bay” Bike Path
brought into the plan each year, until the trail is completed in our township. At
least getting engineering completed, and ready for grant funding.
Mrs. Patricia Runyan questioned the Recreation Center and the Bathrooms in plan year number four.
No other comments were made from the public.
Clerk Pfaff closed the Public Hearing at 7:27 p.m.
