SYNOPSIS OF THE JANUARY 13TH, 2010
Regular Meeting of the
COTTRELLVILLE TOWNSHIP BOARD
Supervisor Thomas H. Raymond called the meeting to order at 7:31 p.m.
Members Present: Supervisor Thomas Raymond, Clerk Violet Pfaff, Treasurer Dian Courtney,
Trustee Beverly Kopec, Trustee Bernard Pelc.
The following items on the Agenda were approved: Agenda approved with the following
additions & deletions: Under Consent Agenda, remove E-6 as it is included in E-7; Add E-3-a
for Treasurer’s Report, as of 11-30-2009 and add E-3-b Report for 12-31-2009; to New Business
add H-4, Pre-application Procedures for DNR Grant.
Items on the Consent Agenda approved: Regular Board Meeting Minutes of 12-02-2009, Special Board minutes of 01-07-2010; Treasurer’s Reports as of 11-30-2009 and 12-31-2009; Treasurer’s Financial Investments Report as of 01-11-2010; Payroll Checks, Accounts Payable;
Con-Ed Request for attendance to MI Storm Water Floodplain Conference, March 3-5 in Bay City; Correspondence: Marine City Fire runs and Ira Twp Fire runs for December 2009, Invitation to the Marine City Firemen’s Ball, Saturday, 02-06-2010.
No one spoke under “Open Session.”
Under Unfinished Business, Supervisor updated the progress of work on Water District No. 3 and No. 4, Discussion of the Twp Newsletter being published 4 times a year for the cost of half the other publisher’s charges for once a year. Supervisor volunteered to do the April & July
Twp newsletter, and the October & January will be done by other Board members. Resolution adopted to approve “resolution of interest” and participate in Economic Development Alliance of St. Clair County.
Under New Business, Approved bid proposal to cut down tree on north side of Twp Hall for $300 and approve payment when bill is submitted, approved payment to City of Marine City for Cottrellville Twp Sewer Rate Computation FYE 6-30-09 for $4,273 for Sewage Treatment Contract; Adoption of “Ordinance Addressing Flood Plain Management provisions of the State Construction Code,” AKA Ordinance No. 27—part 118.000; and approval of “pre-application procedure for DNR Grant” starting with obtaining appraisal of property for possible site.
Under Supervisor’s FYI, Our Assessor, Barbara Schutt, receiving 100 out of possible 100 score
by State Tax Commission for our Township; Report from MTA Annual Dinner Meeting with
17 attendees; Water District 2A Tax Tribunal Determination denied on Fred Deilus, Lori Russelburg & Billy/Sue Biscorner; recent appointment of Supervisor to County Septic Tank Appeals Board for 3-yr term; Food Pantry date is Wednesday, February 24th, requesting donations as
coffers are down to $170; Discussion on: Locks on Office Doors, Memphis FEMA update, County Road Commission Review set for 2-27-10 from 3 to 5:30 p.m. Announcements of
Meeting with Drain Commission at Twp Hall, 01-21-01 at 7:00 p.m. to discuss maintenance of the Marine City Dredge Cut; Treasurer gone on vacation week of 01-18-10; Clerk’s Office closed on Thursday 01-14-10 for Records Management Training; W-2’s, W-3, 941 and 940 all balanced by clerk’s office; Board of Review training scheduled in Port Huron for members; Early Board of Review set for March 2nd, 8th, & 11th, 2010. No other public comments, meeting adjourned
at 9:17 p.m.
