SYNOPSIS OF THE JUNE 9TH, 2010

Regular Meeting of the

COTTRELLVILLE TOWNSHIP BOARD


Supervisor Thomas H. Raymond called the meeting to order at 7:31 p.m.

Members Present: Supervisor Thomas Raymond, Clerk Violet Pfaff, Treasurer Dian Courtney,

Trustee Beverly Kopec, and Trustee Bernard Pelc.

Agenda approved with the following additions & deletions: Under Consent Agenda, Add E-8f) Thank you from Treasurer’s Office for Training; E-8g) adding newsletter to tax bill; Under New Business Remove H-4); Add H-8) Discussion of Phone System; Add H-9) Authorization to sign Waste Pickup Contract with Richfield. All items were approved as presented except sending Georgia Phelan to Planning Academy on the Consent Agenda. Open Session comments began at 7:50 and ended 7:52 p.m.

Old Business: Treasurer Courtney updated the Board on the bidding of Maintenance Service Contractor for Twp Computer System, advising the walk through pre-bid meeting had three bidders present. Bob Pfaff elaborated that the bids would be opened on June 23rd, be reviewed by the committee & make recommendation to Twp Board at July meeting. Update on sewer & water ordinance was discussed by Attorney John McNamee, tabled to July meeting, suggestions were made to credit card policy, then tabled to July meeting; Atty McNamee reviewed Marine City Area Fire Authority Intergovernmental Agreement. Twp Board approved

entering into MCAFA; and adopting of Resolution R-2010-02 to update the Schedule of Fees for ZBA, Site Plan Review, Special Approval Land Use & Re-zoning Requests.

New Business: Tabled the following—Proposals for Cost Estimate to assist with 5-year Master Plan review; and changing planning consultants; advised the Board of meeting, June 24th,

for County Health Dept, Metropolitan Planning, Macomb County Public Works & SEMCOG

re: natural features conservation & restoration in Anchor Bay Water Shed area; H-4) was removed from the agenda; awarding of bid for maintenance person for Township Park was tabled until June 23rd meeting at 10:30 a.m.; Approval of payment by St. Clair County DPW out of

Water Districts No. 3 & 4 Bond proceeds to DiPonio Contracting $6112.80 and Engineer David C. Lewandowski for $2,315.00. Georgia Phelan’s request to pay for her attending the Planning Academy was denied; the discussion of the Phone System updating was tabled until the decision is made for the IT consultant; the authorization for Supervisor to sign contract with Richfield Management for trash pickup in our township for 3 years, extending current rate for first year was approved.

Supervisor’s Report: Discussion of Budget Amendment for paying Unemployment Insurance bill; extend the grass cutting contract probation period by 30 days; reminder of June 25th Cook-out for St Clair County Chapter of MTA Quarterly meeting at China Twp Hall;

Thank-you’s to Sue Terhune & Mary Zebrowski for gardening around Twp Hall, to Mike VanMilligan for his work as Liaison for Twp to County Emergency Preparedness program, to

Ann & Bernie Pelc for donating the evergreen tree at the Twp hall, to the Historic Preservation of Antique Tractors & Equipment of Eastern Michigan group for planting two trees in honor of

the passing of Joseph Ambrose. A Reminder that the Food Pantry Giveaway is Wednesday, July 21st, and there is only $150 in the coffers at this time for this purpose. Also Treasurer Courtney

requested we replace the tattered flag on the flag pole as soon as the pulley & rope can be repaired. Public Comments began at 9:28 p.m. and were closed at 9:30 p.m., followed by adjournment at 9:31 p.m.
