MINUTES OF THE REGULARLY SCHEDULED

MEETING FOR

January 11th, 2010 at 7:00 p.m.

1.) The regularly scheduled meeting was called to order at 7:02 p.m. in the Conference Room of the Cottrellville Township Hall and attendance taken by Chairperson Mary Agnes Simons.


2). ATTENDANCE:


Members Present: Michelle Davis, Stefano Casadei, Joni LeRoy, and

Mary Agnes Simons.


Members Absent: Vickie Perreman, Excused; Jynil Schneider, Excused.


3). APPROVAL OF MINUTES:


Minutes of both November 9th, 2009 and the December 7th, 2009 meeting

were passed out to the membership.


ACTION: It was moved by Davis, seconded by LeRoy to approve both

sets of minutes as presented and place them on file.

All Ayes. Motion Carried.


4). AGENDA APPROVAL:


Add discussion of possible ice skating rink to township park.


ACTION: Moved by Simons, supported by Casadei to add the discussion of the ice skating rink to the township park.

All Ayes. Motion Carried.


5). PUBLIC COMMENTS: No Public Comments as there was no public.


6). TREASURER’S REPORT FOR DECEMBER 2009:


This report was tabled until Treasurer Vickie Perreman returns from vacation.

7). DISCUSSION OF DENIAL LETTER FROM THE MICHIGAN DNR REGARDING THE COTTRELLVILLE TWP’S PARK & RECREATION

COMMITTEE 5-YEAR MASTER PLAN AMENDMENT:


Chairman explained that the letter denied our plan based on the fact that it

expired in February of 2007. An Amendment was not acceptable, so we would have to re-do the entire plan. In talking with Mr. Smith, he advised

that the cost to re-do this plan would add some $3,500 to the cost of his

quotation for the amendment. We have already paid $3,000 for the amendment, and he can utilize portions of it to do the new plan. Mr. Raymond & Mr. Pelc have discussed going back to the original planner

who did the first one in 2002. Mr. Raymond authorized me to contact

David Birchler of Birchler - Arroyo & Associates, in Lathrop Village to send

out information on our Park and see what they can come up with a price

for a new plan, and also what it would cost us for the grant application for

the purchase of the real estate in question for the new park. Simons will

report back when she has heard something regarding this matter.


8). DISCUSSION OF BUDGET FOR YEAR ENDING 03-31-2011:


This discussion was tabled until the next meeting when Mrs. Perreman will be back from vacation to obtain a rough draft that we can discuss with everyone, before it is sent to the Supervisor for his budget hearings.


9). DISCUSSION OF COMPLETION OF PARK COSTS:


Simons offered to put some rough draft numbers together for this for the

next meeting so it can be approved & sent to the Supervisor. We may need a few bids to complete this proposal.


10). DISCUSSION OF ICE SKATING RINK:


It was advised by Chairman Simons, that the idea of a possible Ice Skating Rink in our Township Park was suggested by Sue Terhune. Mary

Agnes Simons worked on some ideas with her husband, Wes Simons, and member Stefano Casadei. Wes was present at the meeting, stating that plastic in rolls of 40 ft by 100 ft could be purchased at Lumberjack for $86.44. Discussion of whether to use two rolls to make the rink 80 by 100

feet or smaller until we see how it works. Simons said she would contact the Fire Department in Marine City to see if they would bring us out water for the rink.


ACTION: It was moved by Davis, supported by Casadei to allow

Wes Simons to construct a ice rink in the Park while it was

still cold, and have the MCFD haul the water if they will.

Sand and Labor will be supplied by Wes Simons, at no

charge, and the plastic will be purchased at Lumberjack

& charged to the Twp Parks & Rec Acc’t, with a “not to

exceed” price of $250.00. Casadei offered his labor

as well to work on this project.


Roll Call Vote: Davis, Aye; Casadei, Aye; LeRoy, Aye, Simons, Aye; Perreman, Absent; Schneider, Absent.

Ayes: 4; Nays: 0; Absent: 2. Motion Carried.


11). ROUND TABLE DISCUSSION:


It was discussed that at the next meeting we should talk about the purchase of arborvitaes trees to plant on a berm of dirt graded around perhaps on the east, south & west sides of the existing pavilion. Simons advised she would try and get some pricing together for possible idea on costs to produce.


Joni LeRoy suggested that she get with Michelle Davis to see what kinds

of things that can obtained for our Easter Egg Hunt scheduled for March

28th, 2010 that Michelle will coordinating.


12). ADJOURNMENT: With no further business, the meeting was adjourned

at 7:33 p.m.
